Dear Prime Minister:

 

On behalf of the 3.2 million working Canadian men and women affiliated to the

Canadian Labour Congress, 1 am writing to encourage you to extend Canada’s

support for the people and government of Bolivia, in the face of conflict

surrounding the new Bolivian constitution. This action would be in line with

the governments of nine Latin American countries (Argentina, Brazil, Chile,

Colombia, Ecuador, Honduras, Paraguay, Uruguay and Venezuela). It would

be in line with a statement from the Organization of American States (OAS)

and would also be in keeping with Canada’s expressed interest in renewing and

strengthening relations with our “neighborhood” of the Americas.

President Evo Morales was elected in December 2005, with a clear mandate, as

the first Indigenous president of Bolivia representing a large Indigenous

majority. President Morales fulfilled his promise to convene a Constituent

Assembly, with the mandate to fully integrate the indigenous majorities in the

political sphere and improve their situation after centuries of social injustice.

The Constituent Assembly was to submit the constitutional text for approval by

means of a referendum.

 

The opposition governors of five of the nine Bolivian departments

(Cochabamba, Santa Cruz, Tarija, Beni and Pando) said Monday that they

would not recognize the new constitution which is supported by President Evo

Morales and had been approved on Sunday. They confirmed that four of them

will apply their regional autonomy regardless of the constitution. This is

clearly an attempt to destabilize the democratic process in Bolivia and should

be rejected.

 

While the minority opposition has every right to have its voice heard in the

constitutional process, their systematic interruption of the Constituent

Assembly’s sittings, as well as recent violent protests, calls for civil

disobedience and ugly racist declarations are impeding the exercise of a

democratic process. 

 

The Canadian Labour Congress expresses its solidarity with the democratically

elected government and its support for the constitutional reforms demanded by

the majority of Bolivians.

 

We condemn the calls to violence and secession, these which are anti-democratic

attempts to destabilize the country and deny the oppressed majority their right to

reshape Bolivia on a more equitable basis and in recognition of its First Nations.

We have confidente that President Evo Morales will manage the current situation,

with respect for democratic principies, and will ensure that Bolivian political

forces maintain a climate of dialogue and understanding, rejecting al1 attempts

that endanger the stability of the country’s institutions and the democratically

elected government.

Pueblo indígena Chiquitano expresa su desacuerdo con grupos de poder de Santa Cruz

(AINI).- La Organización Indígena Chiquitano OICH que agrupa a más de cien mil chiquitanos que viven en cinco provincias del departamento de Santa Cruz (Provincia Velasco, Provincia Chiquitos, Provincia Ángel Sandoval, Provincia Ñuflo de Chávez y Provincia Germán Busch) manifiesta que en el departamento de Santa Cruz no todos están de acuerdo con el Comité Cívico o la Prefectura.

El pueblo chiquitano considera que los grupos de poder de Santa Cruz buscan imponer intereses de grupos sobre los intereses colectivos.  “Nuestra lucha centro su accionar en el reconocimiento y respeto de nuestra diversidad cultural, que por mucho tiempo fue negada por quienes ahora se autonombran defensores de la Democracia, de la Libertad, de los Derechos Humanos, y dicen querer una Bolivia progresista e incluyente; sin embrago sabemos muy bien que sólo les interesa defender y mantener los privilegios obtenidos y ejercidos sistemáticamente con la complicidad de los gobiernos anteriores que saquearon el país y lo sumieron en la crisis económica y social, colapsando en octubre negro”.

La Asamblea Constituyente es el único camino democrático 

Al referirse al futuro del proceso constituyente, la OICH de manera clara expresa: “hemos PLANTEADO E IMPULSADO LA ASAMBLEA CONSTITUYENTE, como el único escenario democrático y legítimo para la construcción de la nueva Constitución Política del Estado, con la participación de todos los sectores sociales de nuestro país”.

En ese sentido, el Manifiesto de la OICH dice:

NUESTRO TOTAL APOYO a la aprobación en grande del nuevo texto Constitucional, por contener las propuestas de los diversos sectores del país, y ser la vía para un verdadero cambio con Justicia Social, que es la aspiración de cada boliviano.

NUESTRA FIRME decisión de defender de manera organizada, sistemática e intransigente este logro social.

REPUDIAMOS todo acto interesado en impedir su continuidad y aprobación final, por quienes quieren proseguir con un sistema político, económico y social excluyente que beneficie sólo a las minorías que siempre han usufructuado de las riquezas de éste país.

CONDENAMOS enfáticamente los intentos desesperados de los grupos de poder, por confundir a nuestras comunidades, procurando obtener de manera engañosa, sus firmas para validar e imponer A LA FUERZA su mal llamado estatuto autonómico, elaborado entre gallos y media noche, sin NINGUNA consulta popular mucho menos la participación de la sociedad cruceña en su conjunto.

RECHAZAMOS el contenido y los fines del denominado “estatuto autonómico” por considerarlos contrarios a los intereses de los pueblos indígenas y sectores sociales mayoritarios, ya que no reconoce nuestros Derechos.

DENUNCIAMOS que falsos dirigentes del Pueblo Indígena Chiquitano: Victor Hugo Velasco (sin ser chiquitano) y Armando Siyé, quienes poseyendo como única trayectoria la corrupción y obedeciendo al prebendalismo, han rifado su conciencia y traicionado a su pueblo, aliándose a quienes siempre nos humillaron y negaron nuestros Derechos, firmando documentos ilegítimos y hablando a nombre de un pueblo que los DESCONOCE.

SEÑALAMOS que otros falsos dirigentes de pueblos hermanos, careciendo de total legitimidad dirigencial, pretenden comprometer la voluntad e intereses de los Pueblos Indígenas, firmando documentos, captando recursos y pretendiendo ejecutar proyectos a nombre de nuestras comunidades bajo la protección y complicidad de la Prefectura del Departamento.

Con este manifiesto, la OICH además de apoyar el proceso constituyente donde ya se cuenta con la aprobación de la nueva CPE en su estación en grande, rechaza el Estatuto Autonómico que está siendo acelerado en su redacción final para ser presentado el 15 de diciembre a Santa Cruz y finalmente, denuncia que no se está actuando en el marco de la buena fe cuando se utilizan a personas y recursos económicos para conseguir el respaldo a las propuestas “autonómicas”.

14 – 15 -16 de diciembre 2007 : BOLIVIA EN EMERGENCIA

El próximo 14 de diciembre será una fecha histórica para el pueblo boliviano ya que la Asamblea Constituyente entregará el proyecto de la Nueva Constitución Política del Estado para posterior consulta popular por medio del referendum donde el pueblo boliviano lo aprobará o lo rechazará.

 

Como es de conocimiento general, la oligarquía boliviana, algunas multinacionales y la embajada de EE.UU. manipulan algunos prefectos, “Comités Cívicos”, ”Juventudes Cruceñistas” y la mayoría de los medios de difusión, saboteando el normal desarrollo de la Asamblea Constituyente y llevando a la población desinformada a enfrentamientos violentos y al destrozo vandálico de instituciones públicas.

 

Como el objetivo principal de la derecha oligárquica es evitar a todo precio el cumplimiento del mandato popular para la aprobación de una nueva C.P.E., este 14 de diciembre harán un intento desesperado por convulsionar algunos departamentos de la “Media Luna” como antesala del día 15 de diciembre para pretender declarar autonomías de facto en estos departamentos.

 

El objetivo que persiguen es suscitar una guerra civil y hacer intervenir tropas extranjeras para intentar derrocar a nuestro actual Gobierno Democrático y a patrocinar la división del territorio boliviano.

Por lo tanto, la RED DEL CONSEJO PRO BOLIVIA EN EUROPA-CPB-EU, llama al sentimiento patriótico y solidario de los residentes bolivianos, latinoamericanos y demócratas europeos a repudiar la agresión oligárquica y a apoyar el proceso de cambio pacífico y democrático del actual gobierno boliviano. Con ésta finalidad, proponemos llevar adelante los días 14, 15 y 16 de diciembre vigilias, actos, manifestaciones o concentraciones en los diferentes países y ciudades europeascomo signo de solidaridad con nuestro pueblo.
